QUESTION: I've seen the pictures of students on the rampage in London. Will the streets of Cardiff soon be filled with broken glass and the remnants of Molotov cocktails? A: Probably not. Welsh students would be furious if they were expected to pay up to pounds 9,000 a year to go to university.

However, thanks to one of the boldest decisions ever taken since the dawn of devolution, the Assembly Government will help out Welsh residents by covering all costs above pounds 3,290.
